Section 5

Procedures to be adopted when recommending for appointment

(1) When recommending a person for appointment to the position of an official of a constitutional body, the council shall clearly mention the reason and basis for the qualification and appropriateness mentioned in the constitution and prevailing laws to be appointed to such position.
(2) When recommending a person for appointment in accordance with sub-section (1), the council shall consider his social reputation, high moral character, honesty, public sentiment towards him and his previous service and professional experience.
